Added back the lot list filter to allow filtering on affiliate. Also added back a sort by "high" bid.

Major refactor of site search and lot listing related code and backend...
All fulltext search has been migrated from RDBMS to Redis/Redisearch.
Visible to users mainly as updated lot search filters.
Added "grid" view for lot listings.
Fixed issues with repeated bidder numbers on "bidder detail" page's "dupe" section.
Continued improvements to Fraud Reports section. Performance.
Admin users are able to override auction close slot scheduling which would otherwise prevent two auctions being scheduled to close at same time.

Introduced concept of bidder "trust levels".
Set tiered caps that can be used to mitigate abuse. Sane limits on bidding based of trust level with bidder.
Tweaks related to "fraud checks". Expanded site variables to allow the customization needed for various OAS customers.

Added better protections against brute force login attacks. Chiefly, if an IP has more than x failed logins within an x hour period the IP is added to the IP blacklist.
Changes to fraud reports. Performance related. Trying to speed up the bidder ID color coding.
Fixed bug related to memory limit on auction feeds.
Added site variable flag to allow 'messy' lot descriptions. When set, lot descriptions can use font fore/background colors and large fonts.
Fixed issue with malformed titles from WaveBid.

Changes to Auction Item Fees. Fees are now separated out for Admin and Affiliate users. Fees available to the Admin will be more consistent across auctions
- where before fees were more Affiliate centric regardless of user being logged in as an Admin. When an Admin selects a Fee Group from the list, the Admin defined Fee Groups will be
at the top of the list and will be denoted with an asterisk. Below these, in the list, will be the affiliate level defined fee groups. Added a new page, linked to from Admin Dashboard, to allow Admins to manage (delete) fee groups.
This functionality was already available to the Affiliate.
Admins can Disable Admin accounts, Admins can now disable other admin accounts. Functions in pretty much same way as disabling an Affiliate does now.
